This report discusses the principles of good governance as outlined by Carver 2002 and Pointer and Orlikoff 1999, 2002a,b in their writings on nonprofit organizational governance. These principles highlight the primary role of the public or owners in governing a public enterprise and the importance of separating the board from management. To reinforce this separateness, the governing body must address two key questions For whom are we governing For what are we governing The answers to these questions naturally lead the governing body to consider policies that can enable management to attain the organizations mission.
