Abstract:

Transformation to meet warfighting requirements of the 21st Century is one of the highest priorities in the U.S. Army today. Army Chief of Staff General Eric K. Shinesekis overall Army vision cites three priorities people, readiness, and transformation, with a clear focus on the end state - the Objective Force. He refers to people as the most critical resource. A determining enabler to the success of Army transformation will be human resource HR or personnel transformation. The September 2001 Quadrennial Defense Review notes - Skilled, talented, and motivated people are the foundation of a leaner, more flexible support structure. Improving the skills of the existing workforce and recruiting, retaining, training, and educating new people must be a top priority.
