Abstract:

Since the mid l94Os the United States Military has struggled with the operational interoperability of the separate services. Joint planning and the exchange of liaison officers between components and the joint force headquarters have been the prescribed methods of coordinating the efforts of the joint force. Standardized formal training for joint planning exists but there is no formalized training for liaison officers. Ad hoc assignment to and training for liaison billets have created problems for the joint force and hindered interoperability. The time is now to discontinue the practice of filling these billets in a haphazard manner. The current Revolution in Military Affairs and our defense establishments transformation efforts has placed us in a position that requires us to take action to correct this oversight.
