Abstract:

The U.S. will likely continue to conduct combat operations in conjunction and cooperation with a multinational coalition. Unity of effort is an overarching goal of the Multinational Force Commander MNFC . This paper analyzes the functionality of achieving unity of effort through pre-conflict multinational integration of Combined Joint Task Force CJTF planning staffs. The analysis is conducted through the lens of establishing mutual trust and confidence among coalition partners, and by analyzing factors of interoperability. These factors are addressed by analyzing three key areas command and control, intelligence, and logistics. The paper concludes that in an effort to fully integrate these forces it is necessary to establish standing multinational force structures within the regional combatant command staffs.
