The Depot Maintenance Cost System DMCS is designed to collect depot maintenance cost and production data on all depot maintenance services performed by or for the DoD. Its products are used for cost trend analysis, resource oversight, budget evaluation, and responses to Congressional queries. This report assesses the procedures and processes of the DMCS, including whether current guidance sufficiently defines the activities and costs to be reported, whether changing to an alternate data source would streamline data collection, and whether another milestone the as of date for reporting costs would streamline the reporting process. The report also examines the requirements of cost analysis with respect to meeting managements needs with DMCS data. The report concludes with a number of recommendations to strengthen reporting procedures, including guidance on using the data to identify cost drivers, assess performance, and validate budgets and other non-DMCS products.
