HOMELAND SECURITY: Key Elements to Unify Efforts Are Underway but Uncertainty Remains

The homeland security efforts of public and private entities do not yet represent a unified approach, although key supporting elements for such an approach are emerging. Due to uncertainty about national priorities, roles, responsibilities, and funding, both public and private sector organizations either embarked on their own initiatives without assurance that these actions support the overall effort or are waiting for further guidance before undertaking new initiatives of a substantial nature. For example, some federal agencies such as the Coast Guard and the Customs Service reallocated assets to contribute to homeland security efforts, depleting resources for their other regular missions. State and local governments want to know how they can contribute beyond their traditional mission of managing the consequences of an incident.
