The pamphlet provides a concept for the Armys Institutional Force in the future. It discusses four main purposes of the Institutional Force 1 organizing - designing, manning, and equipping ready units 2 preparing the Army - training soldiers and units, identifying and developer leaders 3 providing Forces for Employment - planning for, mobilizing and deploying units and 4 sustaining the Army - provisioning of consumables and materiel, maintenance of equipment and facilities, replacement of units and soldiers, and provision of services. In the future common doctrine will forge seamless linkages between the Institutional Force and the Operational Force structures. The primary areas discussed include 1 change in procedures and policies involving mobilization, training, organization, leader development, and military justice 2 change in policies affecting civilian personnel employment to broaden, and enhance their ability to serve in all components of Force XXI 3 increased involvement by institutional organizations and individuals within the battlespace to support tactical elements 4 linked institutional and operational information systems to support tactical operations and 5 diminished distinctions between the Institutional and Operational Force and a blending of roles allowing more flexibility in the operational employment of institutional capabilities.
