This report is the second published product of the High Level Architecture HLA Transition Issues Team, an approved subgroup of the DoD Executive Council for Modeling and Simulation EXCIMS composed of representatives from the DoD Component Modeling and Simulation MS Management Offices and the Defense Modeling and Simulation Office DMSO. The team began meeting soon after the Departments HLA policy was announced in USDAT Memorandum DoD High Level Architecture HLA for Simulations, September 10, 1996. The teams goal has been to foster a coordinated, common sense implementation of HLA policy across the DoD. It will continue to function in this role throughout the HLA transition period as determined by the EXCIMS but notionally until October 1, 2000. This HLA Transition Report addresses the actions required by the initial report March 1998 regarding those simulations which are committed to HLA compliance but whose circumstances warrant a time extension to achieve this.
