This regulation provides guidance for development, implementation, and evaluation of equal employment opportunity and affirmative action programs for minorities, women, and handicapped individuals. it reflects changes in program direction and requirements brought about by the transfer of oversight authority and responsibility from the Office of Personnel Management to the Equal Employment Opportunity Commission, the reorganization of EEO management at Headquarters, Department of the Army and new areas of emphasis within the Army. This regulation also implements DOD Directive 1440.1.
