This paper looks at how the design and application of military end states, rather than exit strategies, can improve end states designed for National Strategy and Diplomatic actions. Drawing on case studies involving U.S. Military Operations in Lebanon, Iraq, Somalia, and Haiti, the paper examines the question of transition planning and of the relationship between strategic, diplomatic, and military end states.
