The Assistant Secretary of the Army for Financial Management and Comptroller ASAFMC, the Honorable Mrs. Helen T. McCoy, started an organizational performance improvement initiative in September 1999. Mrs. McCoy decided the organization should develop a strategic plan to provide a clear future direction for the Office of the ASA FMC, consolidate all of the offices subordinate organization strategic plans, and better define the roles and responsibilities within the office of the ASAFMC. Mrs. McCoy directed Ms. Barbara Bonessa, Chief of the Financial Management Redesign Office, to lead the strategic planning effort. Ms. Bonessa built a strategic planning team primarily with strategic management expertise from outside of the office of the ASAFMC. The team consisted of Mrs. Bonessa, her assistant, an analyst from the U.S. Military Academys ORCEN and three management consultants from the U.S. Army Audit Agency USAAA.
