In the fall of 1999, the Chief of Chaplains Board of Directors crafted the seminal document that will guide the Army Chaplain Corps for the next five years, The U.S. Army Chaplaincy Strategic Plan, FY 2000-2005. The first major goal listed in this plan is Goal 1.1, Strengthen the spiritual life of the Army Chaplaincy by Fiscal-Year 2003.
