Abstract:

The Department of Housing and Urban Development HUD routinely acquires new information systems and enhancements to manage and support its various programs and operations. GAO has designated HUDs major program areas as high risk, in part because the departments information and financial management systems were poorly integrated, ineffective, and generally unreliable. HUD has been endeavoring to improve its systems to better support its missions and management reforms. Because of the importance of information and financial management systems and related improvement efforts to meeting HUDs mission, the Ranking Minority Member, Subcommittee on Housing and Transportation, Senate Committee on Banking, Housing, and Urban Affairs, requested that GAO review the maturity of HUDs software acquisition processes. More mature processes increase the likelihood that the software acquired will meet an organizations needs.
