Abstract:

Iraqs future is difficult to predict, but under any scenario, it is likely to be a source of regional tension and instability. If Saddam Hussein remains in power, as appears likely, he will continue to challenge the United States and the West. If he is removed, the transition to a new regime will be turbulent and could lead to prolonged instability.
