The Goldwater-Nichols Department of Defense Reorganization Act of 1986, which led to the establishment of the United States Special Operations Command USSOCOM in 1987 was intended to correct the problems associated with the command and control of the United States Special Operations Forces. In addition to USSOCOM, Theater Special Operations sub-unified commanders were created to facilitate effective command and control of forward deployed Special Operations Forces. Currently, all forward deployed Special Operations Forces SOF are under the operational control of Theater Special Operations Commanders SOCs with the exception of forward deployed Naval Special Warfare Forces, who are under the divided operational control of Theater Special Operations and Fleet Commanders. Theater SOC Commanders can provide effective SOF command and control, mission essential skills training, enhanced employment opportunities, and optimal SOF mobility support to deployed Naval Special Warfare Forces.
