Military Base Closures: Overview of Economic Recovery, Property Transfer, and Environmental Cleanup

I am pleased to be here today to present our observations on the Department of Defenses DOD four rounds of base realignments and closures BRAC in 1988, 1991, 1993, and 1995. My comments today are based on work we have done in recent years tracking DODs implementation of the BRAC Commissions recommendations and on the preliminary results of our ongoing work on the status of prior BRAC rounds to include estimated costs and savings, economic impacts, property transfers, and environmental cleanup. We recently issued an update on DODs estimated costs and savings from the former BRAC rounds. 1 Attachment I lists selected reports we and others have completed on the status and implementation of DODs base realignments and closures. Today I want to address 1 the economic recovery of communities affected by base closures, 2 progress in implementing the recommendations of the BRAC Commissions and transferring unneeded BRAC property to other users, and 3 progress in accomplishing environmental cleanup at base closure sites.
