Abstract:

This report summarizes the results of our review of the Joint Service Electronic Combat Systems Tester program, hereafter referred to as the tester. The tester is intended to provide the Air Force and Navy with an improved flight-line test capability to test the readiness of electronic combat systems, such as radar warning receivers and radar jammers, on their aircraft. These systems are vital in protecting the aircraft from enemy air defenses i.e., surface-to-air missiles and antiaircraft artillery and enemy aircraft. Our objective was to determine the schedule, cost, and performance status of the tester program. in addition, because the testers usage has disclosed serious reliability problems with electronic combat systems on Air Force and Navy aircraft, we have included a discussion of such problems in this report.
