This report discusses the feasibility of developing advanced, closed-loop, optimal control technology, which will allow a cybercommander to formulate and select Courses of Action COAs that balance security objectives against mission effectiveness. The initial formulation includes a plant model incorporating the cyber-network assignment of processes and information flows to elements of the cyber-network, and a mission model with a unified objective function incorporating the commanders goals of both Information Assurance Survivability and traditional military missions.
