Abstract:

The Joint Force Air Component Commanders JFACC mission is to execute the joint air operations plan as outlined by the Joint Force Commanders JFC concept of operations. This paper will examine the Navys integration and interaction within the Desert Shield Storm JFACC, the Joint Task Force Southwest Asia JTF-SWA JFACC and the JFACC for Operation Allied Force OAF. It will show the Navy is deficient in its ability to quickly integrate into the Air Force dominated JFACC and consequently reduces overall Joint Task Force JTF unity of effort and command and control. Furthermore, it specifically identifies Navy shortcomings in doctrine, training, manning, and hardware that when coupled with service parochialism hinders suocessful joint air operations. Lastly, it offers recommendations to correct the noted deficiencies.
