Selected Special-Purpose Telecommunications Circuits

This report is the first of three reports resulting from the review of requirements for special-purpose voice circuits as part of Project No. 3RD-0008, Audit of the DoD Management of Circuit Configurations for Defense Switched Network Access Requirements. This report discusses disconnecting special-purpose voice circuits that are no longer required by the Departments of the Army and Navy. Six DoD installations were paying about 61,248 annually for nine special purpose voice circuits that were no longer required. Those circuits either were no longer needed to support a telecommunications mission or were no longer being used. When this condition was brought to management attention at each installation, management took action to disconnect the circuits. The disconnection of those circuits will reduce long-haul communications costs by about 386,000 for a 72-month period ending in FY 2000.
