Abstract:

We are pleased to be here today to provide our observations on the Department of Energys DOEs Implementation Plan for the newly created National Nuclear Security Administration NNSA. In an act of the same name, the Congress established NNSA as a semi-autonomous agency within DOE with responsibility for the nations nuclear weapons, nonproliferation, and naval reactors programs. The agency was established to correct long standing management problems at DOE, which were most recently highlighted by major security problems at its national laboratories. The law that established NNSA also required that DOE develop an Implementation Plan to specifically describe how DOE plans to carry out the provisions of the law and achieve its objectives.
