Abstract:

One of the leading visions of the Defense Reform Initiative is igniting a revolution in business affairs within the Department of Defense DoD that will bring to the Department management techniques and business practices that have restored American corporations to leadership in the market place. The current study of price based acquisition PBA, first recommended by Secretary of Defense William Cohen in his Section 912 report April 1998, is an important step in this direction, and is important to another DoD goal civil military integration. Acquisition reform initiatives over the past several years have already paved the way for changing to PBA. Waivers of cost and pricing data and other price analysis methods have demonstrated that DoD can rely on these approaches to obtain best value for the warfighter as well as the taxpayer. PBA can be a logical extension to these trends and build on our successes to date in reducing acquisition cost and cycle time.
