Abstract:
In this paper, the author argues that in order to alleviate civil-military friction and agency desynchronization at the operational level, a separate headquarters with a coordinated command and control structure is required. This headquarters would serve as the bridge between strategic guidance and policy at the PrinciplesDeputies level of the National Security Council and implementation at the operational level. It would have the authority to direct and synchronize the efforts of military forces and civilian agencies toward a common objective.
