Abstract:

The International Military Education and Training Program IMET has long been recognized as a highly successful means of providing assistance to other militaries around the world while serving as a low key but very effective foreign policy tool. This program provides a forum for military personnel to experience the U.S. lifestyle and the civil military relationship in a large democratic society. Officers establish lasting professional relationships with their contemporaries from other nations. IMET, a subtle but significant shaper of the national security environment of the nineties, will continue to be an important tool in shaping the security environment into the next millennium. As we look back on the changes in our environment just over the past decade and prepare for the future, we must ask the question, How should the United States of America use the IMET program to help shape our security environment of the future.
