Abstract:
The Army-wide problem this paper discusses is the lack of competency at the battalion and brigade level to execute combat tasks. This problem is a result of inadequate attempts to manage an ever-increasing Operations Tempo OPTEMPO. This problem jeopardizes the Armys ability to execute our National Security Strategy without risk of initial failure or an unacceptable number of casualties. Four recommendations are included to minimize the OPTEMPO dilemma and correct the training deficiencies. These recommendations are 1 standardize the task organizations of CorpsDivisions 2 reduce the size of the Contingency Corps 3 standardize training conditions and unit participation at the Army Combat Training Centers, and 4 stop the personnel management technique of augmentation to raise the strength of deploying units from those remaining behind.
