Abstract:

During the past 5 years, the Department of Defense DOD has been reducing the costs associated with civilian personnel management by reducing the number of staff working in personnel, consolidating selected personnel management functions at newly created regional centers, and attempting to improve personnel management business processes. A key part of this initiative is Defenses development of a new information management system-the Defense Civilian Personnel Data System DCPDs-to support a wide range of personnel management functions including recruitment, staffing, benefits administration, and training. Defense expects to complete deployment of this system by March 2000. This letter responds to the request that answers the following questions about this initiative and recommend corrective actions, where appropriate.
