Military Use of Non Lethal Weapons. Evaluation Framework

Of late, the defence community is interested in the potential of Non-Lethal Weapons NLW. As a result, there is a need for a methodology in which several non-lethal and lethal weapon systems can be assessed. In this report a framework for such a methodology is given. To determine the potential there must be a balance between the weapon system, the target system and the way both take action. A desired level of activity is found by means of a top-down assessment. The actual activity is found through a bottom-up approach. The choice for the right level of evaluation is essential in order to relate to the needs of the operational user. The employability of an NLW is determined by the area between the minimal required effectiveness and the maximum acceptable risk. Furthermore this area is limited by some boundary conditions.
