This report describes research to explore the feasibility of developing a computer-based career guidance system for displaced workers. The initial system was designed for displaced civilian workers associated with the air force. The project began with a needs assessment using focus groups of a representative sample of workers. The proposed system capitalizes on the capabilities of the Occupational Information Network ONET. The project focused on aspects of the proposed system not currently available in existing career information systems. These included the development of worker assessment tools and advanced person-job matching algorithms. Regarding worker assessment, a skill self-assessment inventory was developed and tested along with a taxonomy of non-work activities linked to ONET skills. A computer demo was developed to demonstrate how these components could be incorporated into a complete career guidance system.
