Abstract:

This report presents information on Department of Defense DoD prime awards of contracts, grants, and agreements for research, development, test, and evaluation RDTE made to educational and other nonprofit institutions, including Federal, state, and local government agencies, during fiscal year FY 1997. Only those awards of contracts over 25,000 and all grants and agreements made to educational and other nonprofit institutions are included. The information is presented under the Technology Base and Development budget categories in order to differentiate between institutions receiving each type of RDTE funding. Discussion of differences between the two major categories follows Technology Base- Comprised of two RDTE research categories 1 Basic Research and 2 Applied Research. Technology base funding is generally for programs performed by the academic departments of universities and colleges. Development- Comprised of five of the seven RDTE research categories 1 Advanced Technology Development 2 Demonstration and Validation 3 Engineering and Manufacturing Development 4 Management Support and 5 Operational System Development. Programs involve engineering design of specific military systems, subsystems, or processes construction and testing of prototypes and other kinds of work. Development funding awarded to institutions of higher education is generally for programs performed by large laboratories administered by or affiliated with institutions of higher education, but organizationally separate and qualitatively distinct from academic departments of the universities.
