Abstract:

The Defense Equal Opportunity Management Institute DEOMI is a service-related organization which prepares selected military officers, NCOs, and civilians as equal opportunityequal employment opportunity EOEEO advisors or to perform related EOEEO duties. In 1996, DEOMI began a Total Quality Management TQM effort by using the Malcolm Baldrige National Quality Award Criteria for an initial self-assessment. From this self-assessment, a strategic plan and a Total Quality Plan TQP were developed by DEOMI leadership. The researcher developed a summary of the self-assessment, strategic plan, and TQP which is outlined in this document. In addition, a tool for future self-assessment based don the Baldrige award criteria was developed by the researcher. The tool is briefly summarized in this document. Finally, the researcher provided feedback, flowcharts, and revisions for DEOMIs Total Quality Plan manual. A copy of this manual is available from DEOMI. A brief historical background of the application of quality principles in DEOMI and the researchers activities in this area.
