This document presents the results of the Environmental Baseline Survey EBS of the Fort Holabird Defense Investigative Service DIS Army Installation located in Baltimore County, Maryland. Fort Holabird DIS is a 7.92-acre Army installation. Fort Holabird DIS was approved for realignment under the Base Realignment and Closure BRAC Act of 1995. Implementation of the BRAC environmental restoration program is required prior to the release and reuse of the Fort Holabird DIS property. This report includes the identification of potential sources of contamination, identification of ongoing response actions, and identification of areas requiring sampling and analysis in order to determine the environmental condition of the property. Based on the information gathered during the EBS, parcels at Fort Holabird DIS were identified as one of seven parcel categories. The CERFA parcel categorizations of the Fort Holabird DIS property are presented in a CERFA Letter Report in Appendix D. This final document does not include a sampling and analysis recommendation SAR for areas which require more accurate evaluation of environmental conditions. A project work plan has already been developed by the United States Corps of Engineers USACE, Baltimore District, based on the October 1996 draft final SAR.
