Abstract:

The Maritime Security Act established the Maritime Security Fleet MSF program, authorizing MARAD to enter into agreements with maritime shipping companies to provide DOD access to commercial vessels operating under U.S.-flag registry and related assets, such as port facilities, containers, and rail systems in a time of national emergency. In addition, the program was established to maintain U.S. presence in international commercial shipping by slowing the trend of U.S. ships seeking foreign registry, provide a readily available supply of U.S. mariners to crew government and commercial ships in a time of national emergency, and encourage shipping companies to participate with DOD in contingency planing.
