Energy Savings Opportunity Survey ESOS at Dewitt Army Hospital is a project to improve its energy utilization and includes analysis of applicable energy conservation opportunities ECOs. This study was originally initiated by NUS Corporation under Contract No. DACA31-84-C-0185 in 1985. In 1989, a pre-final report was submitted by NUS and reviewed by the Corps of Engineers, Baltimore District. At the end of 1989, after terminating NUS contract, the Corps of Engineers requested Engineering Applications Consultants, P.C. to make recommendations for editing the report. After a Scope of Work was developed, EAC was awarded a contract to review and edit this report. In the process of reviewing the NUS report, the following items were noted The field survey was performed in 1985 and the pre-final report was submitted four years later in 1989. Comparison of 1989 baseline electrical consumption was made with 1982-84 metered data. Calculations for electrical savings used 11,600 btukWh for purchased electrical energy. ECIP guidelines have a conversion factor of 3,413 btukWh for purchased power. The baseline energy consumption indicated in NUS report is twice that calculated by EAC.
