The purpose of the Energy Engineering Analysis EEA Program for the U.S. Army Garrison, Honshu USAGH installations is to develop a short- range Basewide Energy System Plan which includes policies and recommendations to systematically reduce energy consumption in compliance with the Army Facilities Energy Plan AFEP.
