Abstract:

Tne Defense Acquisition Workforce Improvement Act DAWIA requires that positions in the DoD workforce that perform acquisition functions be designated as acquisition positions and that, to the maximum extent practicable, the designations be implemented uniformly throughout DoD. Uniformity of position designations is important because it supports the effective management of accessions, career development, education, and training of the acquisition workforce. The Under Secretary of Defense Acquisition Reform commissioned the Logistics Management Institute to study acquisition designation in the DoD components to determine if they identify positions consistently and, if inconsistency exists, to identify the causes of the inconsistencies and suggest corrective actions, as appropriate. Overall, the results suggest a number of areas in which the components should review their current acquisition position designations to bring them into compliance with DAWIA. The analysis has also suggested a number of policy issues that the Under Secretary of Defense for Acquisition and Technology and the DoD functional boards should consider.
