Abstract:

In July 1996 the Chairman of the Joint Chiefs of Staff published Joint Vision 2010. Joint Vision 2010 is the operationally based template for the evolution of the Armed Forces for a challenging and uncertain future. To achieve the next level of joint operations, dubbed Coherent Joint Operations, the Services must adjust their individual cultures. This paper analyzes four major areas. First, it examines the nature of organizational culture. Second, it identifies the notion of culture as it applies to the Armed Forces. Third, it identifies the cultural imperatives of Joint Vision 2010 and applies some tools from Edgar Scheins models for influencing organizational culture changes. Lastly, it provides recommendations for developing a joint culture in the United States Armed Forces of the future.
