Abstract:

Foreign Military Sales FMS are not new in American foreign relations. Neither is the idea of preventive defense as an element of military strategy. What is new is the increased emphasis of preventive defense as an element of the nations National Military Strategy and the increased role of FMS in support of that strategy since the end of the Cold War. This project will analyze these changes, provide background on FMS and its relation to other Security Assistance components, and review FMS in the context of ways, means, and ends. This project uses actual FMS cases, primarily of the Multiple Launch Rocket System MLRS, to provide examples and illustrations throughout.
