Abstract:

The paper investigates the use, application, and lessons learned from our experiences in performance of Functional Economic Analyses with and without the aid of computer-based software. Initially promoted as a tool in support of the DoD Corporate Information Management CIM initiative, FEAs have become a requirement for any DoD funded project focusing on process improvement. The FEA is both an evolving methodology and a management tool to determine and document the costs and benefits of functional process improvements and related investments in information technology.
