This report is a summary of research performed at the Oak Ridge National Laboratory ORNL related to the high-strength steel welding project from November 1995 to December 1996. The overall Office of Naval Research Project aims at developing a low-cost welding consumable for high strength and high-toughness steel welds. In addition more demanding requirements include that these welds must exhibit consistent properties over a wide range of welding condition and must be resistant to hydrogen cracking. These specifications require research on various aspects of microstructural development and its relation to the properties.
