Abstract:

The Defense Conversion Commission was formed in April 1992 to assess the consequences of the defense drawdown and to make recommendations constructively addressing them. The report lays out those recommendations, derived from a broad assessment based on new analyses, a thorough review of existing work, and information gathered from hundreds of separate briefings, meetings, interviews, and witnesses at public hearings. It addresses the questions of how current and projected reductions in spending on defense will affect the economy, how best to assist the transition of Department of Defense personnel and those in the defense industries to non-defense work, and how to improve interaction between the Federal Government and the commercial sector.
