1997 DoD Budget. Potential Reductions to Operational and Maintenance Program.

This report by the General Accounting Office GAO evaluates the military services and Department of Defenses DOD fiscal year 1997 operation and maintenance OM budget requests, which total 79 billion. GAOS objective was to determine whether the OM accounts should be funded in the amounts requested. GAO reviewed selected OM activities managed by the Army, the Navy, the Air Force, and DOD at the headquarters level. We also reviewed OM activities managed by U.S. Army, Europe USAEUR U.S. Forces Command FORSCOM Combat Command and the Atlantic and Pacific Fleets. The command and activities were selected for review because 1 OM funding levels are increasing, 2 ongoing and issued reports by us and DOD audit agencies disclosed programmatic issues with OM implications, or 3 congressional committees expressed interest Table 1 identified potential budget reductions of about 3.4 billion to the fiscal year 1997 OM budget requests.
