This assessment looks at Regional Unified Command Joint Logistics Over the Shore JLOTS cargo throughput requirements and measures them against the combined Army and Navy capability. The unified command requirements were translated from a gross tonnage requirement into tracked and wheeled vehicles and containers that are to be transshipped from ships offshore to the beach. We employed a new analytical tool, the LMl developed Joint Over the Shore Transportation Estimator, to select the craft best suited to perform a specific JLOTS cargo mission from among the various types of lighters assumed available to the Regional Unified Commands. Also reviewed were Service acquisition and research and development programs along with other emerging technologies to gage the future direction of the DoD JLOTS program. Pertinent information on sea conditions around the world was collected. This information was then used in modeling the effectiveness of the various Service lighters in performing the JLOTS mission. Our assessment concluded that all but one regional JLOTS requirement could be met that force structuring issues involving the current ratio of Active to Reserve Component units require further analysis that technology alternatives Landing Ship QuayCauseway, Advanced Modular Causeway Lighterage System, and robotic crane technology be explored to overcome the sea state 3 limitation of the current JLOTS cargo transfer systems that the Services and unified commands identity JLOTS requirements in the time-phased force deployment data that deployment options be explored to position JLOTS lighters where they are capable of meeting time-sensitive unified command missions and that the JLOTS force be trained during JCS-sponsored exercises.
