During the first year of U.S. involvement in World War I, the Armys ballistic problems were handled by Captain E. M. Ayer, Lieutenant R. H. Kent, and Lieutenant S. W. Alexander in the Artillery Ammunition Section of the Gun Division, Office, Chief of Ordnance OCO.
