Abstract:
This report is Interim Report Volume 3 for the Cost and Operational Effectiveness Analysis for Ice Patrol Mission Analysis Study. This report examines the probability of detection and classification using USCG surveillance. The various studies of the performance of the ANAPS-135 SLAR system have provided empirical data on which estimates of the probability of detection of various ice targets can be based. Using those results, estimates of the probability of detection, adjusted for operator misinterpretations and misclassifications, were computed and used in a model to estimate search effectiveness and system effectiveness for ice target types. The available study on the ANAPS-137 FLAR system was insufficient to permit a comparable analysis. However, rough estimates of overall FLAR search and system effectiveness were computed. Both the system effectiveness and the search effectiveness for the FLAR system were less than that for the SLAR system. AN
