Abstract:

Strategic information systems IS planning aligns an organizations information systems with its critical strategic goals and supporting mission-specific functions. This thesis demonstrates a structured approach to strategic IS planning and provides a guide for developing an information systems architecture to support the organizational goals of the Office of Naval Intelligence ONI. By first examining established information systems planning practices, architectural design methodologies. Department of Defense DoD guidelines, and published ONI organizational objectives, this thesis guides the reader through the decision-making process involved in strategic IS planning. The methodology is structured on guidance provided by the DoDs Technical Architecture Framework for Information Management TAFIM Standards-Based Architecture SBA Planning Guide. This thesis demonstrates the validity of using the structured architectural approach, presented by the TAFIM and other strategic IS planning concepts, in concert with intelligence-specific IS planning guidance to systematically address the issues, problems, and critical decisions faced by organizations attempting the strategic IS planning process.
