Abstract:

This report considers the growing strategic importance of the Armed Forces Reserve Components. The thesis is that declining defense budgets leading to smaller Active Component forces, coupled with the inherent dangers facing the world community in a multipolar world, will make the use of Reserve forces on a recurring basis a necessity. Yet, the Reserve Components roles, legal basis, mission, mobilization, training, force structure, and relationship to their respective Active Component remain relatively little understood. This report seeks to clarify these areas.
