Abstract:

This memorandum discusses the potentially dangerous tendency of the United States to justify its unilateral military actions using self-defense arguments. The paper argues that a new international doctrine should be adopted which recognizes the use of force to combat such threats to international peace and security as state-sponsored terrorism and rogue nations.
