Abstract:
New life is being breathed into the U.S. federal NEPA process from many fronts. This paper will discuss some of the improvements that have been made, are being made, and can and should be made to extend the life of this visionary statute and to increase its positive, protective, conservation-oriented impact on the environment coming full circle back to the original intent of NEPA, discussed infra. Part II will discuss the legislative history revealing the Congressional intent and original purpose of NEPA, and how it has evolved in the U.S. The spread of the EIA process globally and the improvements that have been made to this process in the international context will be the focus of Part III. Part IV will look at the pressures being brought to bear domestically that could predictably bring about a strengthened national environmental policy. Part V will look at what one component of the Department of DefenseDOD --the Air Force is doing with regard to environmental planning.
