Abstract:
The overall purpose of this report is to provide an overview of PC-FINPACK which is a computerized financial analysis and simulation model for water supply and waste water disposal facilities. The rationale underlying the use of financial simulation models is often the assumption that firms managers wish to maintain a given ratio of debt to equity in the firms balance sheet. The major postulate of the PC-FINPACK rationale an extension of the aforesaid debt-to-equity rationale is that the constancy of the ratio of Total Operating Revenues to Total Assets is an appropriate basis for financial simulation analysis of the accounting data for water supply and waste water disposal facilities. Development of PC-FINPACK was funded by the Partners for Environmental Progress PEP Program, and implemented by the U.S. Army Engineer Institute for Water Resources to support Corps analysts in their conduct of financial analyses of projects that public sponsors are preliminarily considering for privatization.
