The authors assess recent French policy initiatives concerning increased participation with NATO. They explain how French policy toward NATO has changed since 1992 and discuss how these changes have been effected. At the same time, the authors note that certain key elements of French external policy have not changed. They argue, therefore, that while France may wish to cooperate with NATO, this does not imply that there will be a more cooperative French attitude toward the Alliance. Finally, the authors offer policy recommendations for U.S. and NATO officials that will facilitate improved cooperation between France and the Atlantic Alliance.
